Gbaboyor’s false allegations: A criminal attempt to Goad the public

The latest video posted by a Niger Delta serial blackmailer, online bully, cyber stalker, and routine criminal maligning the personalities of the Administrator of the Presidential Amnesty Programme (PAP), Chief Dennis Brutu Otuaro, PhD, and Niger Delta leader and founder of Tantita Security Services Limited, High Chief (Dr.) Government Ekpemupolo alias Tompolo, is a criminal attempt to goad the Nigerian public with false allegations.

In the video on Facebook purportedly shot in front of the White House, the seat of the American government, posted by the notorious blackmailer, Jude Gbaboyor, grave, unfounded and false allegations including claims of murder, ritualism, kidnapping, terrorism, and human trafficking were made without evidence against the two Gbaramatu Kingdom leaders, Dr. Otuaro and Ekpemupolo, after unfairly drawing public attention to both men.

Caveat emptor! Buyers of any information emanating from or endorsed by Mr. Gbaboyor must beware, henceforth. Why?

The video admitted Gbaboyor’s criminal conducts, especially the continuation of his cyberstalking, bullying and intimidation of Otuaro and Ekpemupolo, since the latter’s awarded oil pipeline security contract and the former’s appointment as Administrator of the Presidential Amnesty Programme.

Following his dismissal by the PAP and his endless attacks against both men, Gbaboyor went into hiding once the Nigerian law enforcement agencies invited him to substantiate his wild allegations. Since then, the stalker has been running from justice operating from an unknown place beyond the immediate reach of the Nigerian Police Force (NPF) and the Department of State Services (DSS). Either or both of the agencies may soon declare Gbaboyor wanted for evading the opportunity to substantiate his spurious, mischievous and criminal allegations.

In a formal reaction, the PAP dismissed the video as baseless and malicious, representing “yet another desperate attempt by Gbaboyor to defame Dr. Otuaro’s character and undermine the credible work of the Programme.”

The statement particularly highlighted that “This is not the first time Gbaboyor has made outrageous and unsubstantiated claims against the PAP boss. His persistent campaign of calumny prompted the PAP Administrator to formally petition relevant security agencies, citing cyberstalking and criminal intimidation.

“When invited by the Nigeria Police Force to answer questions regarding these spurious allegations, Gbaboyor fled, effectively making himself a fugitive from justice.

“It is instructive to note that Gbaboyor’s relentless attacks on Dr. Otuaro began only after the Administrator rejected his request for reinstatement at the Amnesty Office, from which he was previously dismissed several years ago due to his lack of character.

“Having failed to ingratiate himself with the PAP leadership and secure reemployment through proper channels, Gbaboyor has resorted to character assassination and the dissemination of false information.”

Who is Jude Gbaboyor Akpodubakaye? How does he operate? What is the core issue as well as underlying issues of his unjustifiable social media stalking, bullying, and intimidation of Otuaro and Ekpemupolo?

While President Bola Ahmed Tinubu, GCFR; the National Security Adviser, Mallam Nuhu Ribadu; the Director-General of DSS, Mr. Tosin Adeola Ajayi; and the Inspector-General of Police, Mr. Kayode Egbetokun might have details about the charlatan, the public must now know who Gbaboyor is.

An Engineering graduate, Gbaboyor worked with the Presidential Amnesty Programme as a contract staff. The last time he worked there, he was sourced from HR Indexx Nigeria Limited to the ICT/Data Unit.

Otuaro’s predecessor, Interim Administrator, Major-General Barry Tariye Ndiomu (retired) sacked Gbaboyor for gross misconduct on 21st May, 2023.

For long, the PAP had reeled shamefully under the problems of information leakage and data tampering. The problems became so much that the management had to set up an internal mechanism to arrest the situation. The effort paid off when Gbaboyor and his accomplices were nabbed. His complicity was proven beyond reasonable doubt when a search of his mobile telephone confirmed how he had been leaking official information for the purpose of attacking the agency from outside.

Instead of an outright sack, management reconsidered and redeployed him outside the headquarters. He rejected the redeployment and initiated a legal action. He was sacked, thereafter, and thrown out disgracefully.

Despite pursuing litigation, Gbaboyor changed his tactics immediately Otuaro assumed the Office of Administrator by befriending the new helmsman. With the help of his camp leader and the pressure from his emissaries, he attempted to convince Ndiomu’s successor for reinstatement. He also tried to revert other actions the Ndiomu administration took against him.

Following the failure of this move, Gbaboyor resorted to messaging Otuaro. In a WhatsApp message laced with the threat to blackmail Otuaro before Tinubu, for example, he wrote, “Chief Dr. Dennis Burutu Otuaro, I understand your sentiments regarding your desire not to have me working alongside you in the office, and I respect that.

“However, we have our own APC leader and a brother from my Local Government Area who holds a significant position as the Amnesty Boss. As faithful members of the APC, I and others feel completely neglected, which seems unjust.

“As a participant in the Niger Delta struggle and an APC leader in Warri South-West, I find it troubling that we are receiving unfair treatment while one of our own is in office.

“It is as if I am surrounded by an ocean while soap is in my eyes; you can not simply abandon us like this; it is not fair, Chief. Dr. Dennis Otuaro.

“While it is clear you might not want me in the office, I believe it’s essential to keep us involved, as you are more aware of the situation.

“I will advocate as a member of our party and member of the struggle, especially since it seems you have decided to completely abandon us.

“I am being forthright with you, which is why I am sending this message—to ensure that you can not claim ignorance of my concerns in the future.

“I intend to raise this issue in a broader APC forum to discuss how I have been overlooked by my own brother in charge of the Amnesty Office and to explore possible solutions.

“If no action is taken, I will draft an open letter to the Presidency and publish it in a national daily, addressing how we have been neglected despite our hard work within the party, especially with you in this office.

“Please understand that I am a straightforward person who values honesty and is willing to collaborate in any way possible, which I believe should not be difficult for you.

“Thank you, and God bless.

“I am Engr. Jude Gbaboyor Akpodubakaye.”

Before the unenlightened swallow Gbaboyor’s tale of lies without an atom of evidence, with which he is seeking to sack Otuaro from office, it is believed that the main underlying issue fuelling his ceaseless attacks on Otuaro and Ekpemupolo is the fact that his own camp leader, Ebikabowei Victor Ben, alias Boyloaf, has little or no stronghold of pipeline security contracts as Tompolo’s Tantita commands. Observers say that should not be an issue because Boyloaf is a businessman. Like Tompolo, he should devote his time, resources, passion, and focus to grow his businesses.

Until his evils finally laid him bare, Gbaboyor had been quite lucky in his escapades. He was PAP’s liaison officer for Bayelsa State when its newly built and equipped Vocational Training Centre (VCT) in Kaiama was breached, stripped and looted of all facilities in a five-day suspicious organised theft that resulted in the loss of billions of naira. The late PAP Coordinator, Professor Charles Dokubo described the looting as “shameful, criminal and heart rendering.”

As the supervisor of the VCT that was equipped with imported brand-new products and tools for the empowerment of trained youth and impacted communities in preparation for a presidential commissioning, Gbaboyor criminally participated in the heist, with 30 new large generators counted, for example, among the things he allegedly looted. His weak and pointless report of the incident effectively shielded him and others, ensuring no arrest was made.

Gbaboyor escaped punishment for the looting from 12th to 16th February 2019 that this writer helplessly witnessed. This is what he meant when he said he was willing to collaborate. But Otuaro does not collaborate with looters and criminals.

Gbaboyor was indicted for data falsification that resulted in non-payment of stipends.

His fraudulent and corrupt character forced civil society organisations, including the Niger Delta Transparency Watch Group, to petition the NSA, DSS-DG, and IGP against his continuous cyberstalking and bullying.

Section 24 (1) and (2), and Section 58 of the Cybercrimes (Prohibition, Prevention, etc.) Act 2015, with Amendment Act 2024 criminalise cyberstalking, bullying and threatening of citizens in Nigeria. Key offences cover unauthorized access, system interference, data forgery, and cyberstalking, with penalties like imprisonment and fines. The 2024 amendment specifically added clauses of intentional harm via messages.

While the President Tinubu administration and POTUS Donald Trump administration must be lauded for their efforts aimed at deepening global security, peace, democracy, freedom and rights, effort must be made not to make any place a haven for criminals fleeing from justice, like Gbaboyor and his accomplices.

Under Dr. Otuaro’s leadership, the Presidential Amnesty Programme, has focussed on its mandate of fostering sustainable security, peace, and development in the Niger Delta. Through consultation, transparency, accountability, and rule of law, it is relentlessly facilitating life-changing local and foreign education, vocational skills training, after-training empowerment, peace building, conflict resolution, job placement and beneficial partnership for youth.

The programme will continue to adopt tolerance in its relationship. It will not be distracted by spurious and mischievous allegations from charlatans and misguided citizens overwhelmed with vendettas, like Gbaboyor.

But it will not hesitate to deploy legal means to protect the integrity and reputation of the Administrator and the agency at any time.
