The General Manager of the Lagos State Building Control Agency (LASBCA), Bldr. Gbaye Florence in her office at Ikeja, GRA, today implored all building Owners and Developers in the State to always apply for Certificate of Completion and Fitness for Habitation immediately after the completion of their building constructions.
Gbaye stated that, it is mandatory according to the State Building Codes and Regulations for Building Owners and Developers in the State to obtain the Certificate of Completion and Fitness for Habitation after the completion of any building construction.
According to the General Manager before the issuance of the mandatory Certificate, the building Owner or Developer must have gotten all requisite building documents consisting of Building Plan Approval from the Lagos State Physical Planning Permit Authority (LASPPPA), Letter of Authorization to Commence Construction and a Green Sticker from LASBCA amongst others.
“The Letter of Authorization to Commence Construction and a Green Sticker indicates that LASBCA is supervising every stage of the building construction through Stage by Stage Inspection and Certification of the building process, Gbaye stated.
“A Certificate of Completion and Fitness for Habitation is issued to the building owner or developer at the completion of any building construction, indicating that the building is safe, secured and fit for human habitation”, she added.
Gbaye also emphasised that the issuance of the Certificate of Completion and Fitness for Habitation is not only for newly constructed buildings but existing buildings as this will help building owners and developers obtain relevant documents they do not have and also help to ascertain the stuctural stability of the buildings.
“For any existing building to be issued the Certificate of Completion and Fitness for Habitation, it is mandatory for the building owner or developer to carry out Non-Destruction Test (NDT) in order to ascertain the Structural Stability of the building, and this is done by the Lagos State Material Testing Laboratory (LSMTL)”, The General Manager stated.
